Ban regrets "disastrous" lack of resolution on Syria

A plan was being considered by the UN Security Council for a joint UN-Arab League observer mission to Syria as government forces resumed for a sixth day assaults on rebellious areas across the country, most notably in the city of Homs, where mortars and rockets were being fired upon anti-government protesters. "I deeply regret that the Security Council has been unable to speak with one clear voice to end the bloodshed," Secretary-General Ban Ki-moon said in a statement, adding that the lack of a Security Council resolution has been "disastrous for the people of Syria."
